Surface water environmental quality standard

1 Scope

1.1 This standard specifies the projects and limits that should be controlled by the water environment quality according to the functional classification and protection objectives of surface water environment, as well as the implementation and supervision of water quality assessment, analysis methods and standards for water quality projects.

1.2 This standard is applicable to surface waters with functions of use in rivers, lakes, canals, channels and reservoirs within the territory of the People's Republic of China. Waters with specific functions are implemented to meet the corresponding professional water quality standards.

2 Reference standard

The provisions in the "Standards for the Hygienic Drinking Water" (Ministry of Health, 2001) and the analytical method standards and specifications listed in Table 6 of this standard are cited in this standard to constitute the provisions of this standard, and this standard The same effect. When the above standards and specifications are revised, the latest version should be used.

3 Water function and standard classification

According to the environmental functions and protection objectives of surface waters, they are divided into five categories according to the level of function;

Class I is mainly applicable to source water and national nature reserves;

Class II is mainly applicable to the primary protected area of ​​concentrated drinking water surface water sources, rare aquatic habitats, fish and shrimp spawning grounds, and feeding grounds for juveniles and young fish;

Class III is mainly applicable to the secondary protection areas of centralized drinking water surface water sources, fish and shrimp wintering fields, migratory passages, aquaculture areas and other fishery waters and swimming areas;

Class IV is mainly applicable to general industrial water areas and recreational water areas where the human body is not in direct contact;

Category V is mainly applicable to agricultural water areas and general landscape waters.

Corresponding to the above five types of waters functions of surface water, the basic values ​​of the basic items of surface water environmental quality standards are divided into five categories, and the different functional categories respectively implement the standard values ​​of the corresponding categories. The standard value of the water function category is higher than the standard value of the water function category. If the same water area has multiple types of functions, the standard value corresponding to the highest function category is executed. The realization of the water function has the same meaning as the functional category standard.

4 standard value

4.1 The standard project standard limits for surface water environmental quality standards are shown in Table 1.

4.2 The standard limits for supplementary water source ground source supplements for centralized drinking water are shown in Table 2.

4.3 The standard limits for specific projects of surface water sources for centralized drinking water are shown in Table 3.

5 Water quality evaluation

5.1 Surface water environmental quality assessment should be based on the water function category to be achieved, and the corresponding category criteria should be selected for single factor evaluation. The evaluation results should indicate the water quality compliance, and the exceeding standard should indicate the excess project and the excess standard.

5.2 In the waters with obvious characteristics in the abundance, flat and dry season, water quality assessment should be carried out during the watershed period.

5.3 The project for water quality assessment of centralized drinking water surface water source should include the basic items in Table 1. The supplementary items in Table 2 and the specific items selected by Table 3 from the environmental protection administrative department of the people's government at or above the county level.

6 Water quality monitoring

6.1 The standard value of the project specified in this standard requires that the water sample be naturally settled for 30 minutes after collection, and the non-sedimentation part of the upper layer shall be analyzed according to the prescribed method.

6.2 The sampling points and monitoring frequency of surface water quality monitoring shall comply with the requirements of the national surface water environment monitoring technical specifications.

6.3 The analysis method of this standard water quality project should preferably use the methods specified in Tables 4 to 6, or other equivalent analytical methods such as the ISO method system, but the applicability test should be carried out.

7 Implementation and supervision of standards

7.1 This standard shall be supervised by the environmental protection administrative department of the people's government at or above the county level and relevant departments according to the division of responsibilities.

7.2 Centralized drinking water The water quality of the surface water source exceeds the standard. After purification by the water treatment plant, it must meet the requirements of the “Sanitary Standard for Drinking Water”.

7.3 The people's governments of provinces, autonomous regions and municipalities directly under the Central Government may formulate local supplementary standards for projects not specified in this standard and report them to the environmental protection administrative department of the State Council for the record.
