National Energy Development and Reform Commission will not change its energy saving and emission reduction targets during the 11th Five-Year Plan period

Energy-saving and emission-reduction work has become a hot spot for the whole society. Xie Zhenhua, deputy director of the National Development and Reform Commission, responded to reporters' questions on the progress of energy saving and emission reduction last year and related work arrangements this year.
Q: In 2006, the country did not achieve the target of reducing 4% of GDP energy consumption at the beginning of the year and reducing the emission of major pollutants by 2%. Why?
A: The target of energy saving and emission reduction in 2006 was not completed. There are many reasons: First, the slow progress of structural adjustment, the lower proportion of service industries, and the mode of growth are still extensive, especially the high energy-consuming and high-polluting industries are still growing fast; The investment in energy saving and consumption reduction is insufficient. Some key projects of energy saving and emission reduction are lagging behind. Some projects have a process from construction to functioning. Third, policies and measures to support energy conservation and emission reduction such as finance, taxation, finance, and prices have not yet been fully implemented; Laws, regulations, standards and management systems are not perfect; Fifth, lax enforcement, low cost of illegality, waste of resources, destruction of the environment and other acts continue to prohibit; Sixth, awareness of the importance and urgency of energy conservation and environmental protection needs to be improved, in specific work, to a certain extent There is an emphasis on economic growth and environmental protection.
Q: In the face of a severe situation, what measures will China take this year to promote this work?
A: The NDRC will adopt eight measures this year to promote energy conservation and emission reduction:
The first is to increase structural adjustment efforts. We will continue to strictly control land, credit sluice, and access threshold for the market, strictly implement the six necessary conditions for land, environmental protection, and energy conservation that must be met to start construction of the project, and close the entry of the new project. We will strive to shut down 10 million kilowatts of small thermal power units, eliminate outdated ironmaking capacity by 30 million tons, and outdated 35 million tons of steelmaking capacity. We will strictly control projects that the country has arranged to invest in places where we have not completed the task of eliminating backward production capacity. Formulate policies and measures to promote the development of service industries and high-tech industries, and increase the proportion of service industries and high-tech industries in the national economy. The second is to promote technological progress. Organize and implement a number of demonstration projects for energy-saving, pollution-reducing and pollution-reducing industries, key technologies, and industrialization demonstration projects. Select a number of key technologies with large potential for energy conservation and wide application in key industries to increase promotion efforts. We will fully implement the ten key energy-saving projects, increase investment support from the central and local governments, and form an energy-saving capacity of 40 million tons of standard coal. Strengthen energy-saving and environmental protection power dispatch. The third is to strengthen energy conservation and consumption reduction management. The fourth is to promote the development of circular economy. Fifth, strengthen pollution prevention and control. Sixth, improve laws and standards. Seventh, improve supporting policies. Eighth is to strengthen energy conservation publicity.
Q: This year's government work report and plan report did not mention the annual energy saving and emission reduction targets. Why? Will it weaken energy-saving and emission reduction?
A: The state no longer proposes annual targets for energy conservation and emission reduction. The main considerations are: Energy conservation and emission reduction depend on many factors. Some measures can be effective in the year, and some measures, such as structural adjustment, need a process. Therefore, it is more difficult to accurately divide the five-year goal into science every year.
Although the state no longer proposes annual targets for energy conservation and emission reduction, this does not mean that the government has relaxed and weakened the work of energy conservation and emission reduction, and it is not changing its goals and reducing its responsibilities. On the contrary, we must ensure that "the three are unchanged and one is increased."
The determination remains unchanged. In the face of serious constraints on energy and resources, the road to energy conservation and emission reduction is not followed, and the road to building a resource-saving and environment-friendly society is not taken. The Chinese nation has no way out.
The goal remains unchanged. The goal of reducing the energy consumption per 10,000 yuan of GDP and reducing the emission of major pollutants by 10% as proposed in the “Eleventh Five-Year Plan” outline is a binding indicator with legal force. This goal must be firmly established to ensure its realization. The government will report to the National People's Congress every year on the completion of the annual energy-saving and emission reduction tasks in a responsible manner, and report on the overall completion of the five-year period at the end of the “Eleventh Five-Year Plan” period.
The responsibility remains unchanged. Last year, the State Council has decomposed the energy conservation and emission reduction targets of the “Eleventh Five-Year Plan” into various provinces (autonomous regions and municipalities). Governments at all levels and relevant enterprises must take concrete responsibility and formulate and propose phased targets according to the actual conditions in the region. Tasks, efforts to complete, and as the basis for supervision and assessment.
"One increase" means that efforts to save energy and reduce emissions will not only decrease, but also continue to increase. The National Development and Reform Commission will work with relevant departments in accordance with the requirements put forward by Premier Wen Jiabao in the government work report, and will firmly implement it in a down-to-earth manner.
