Lead-acid battery industry or push for environmental permits

There is often no definitive conclusion between the lead-acid battery industry or the promotion of good or bad environmental permits, such as lead-acid batteries.

Environmental "hard" proposition "21st Century": Many people mentioned the lead-acid battery, it is defined as "two high and one resource" industry, how do you think about this situation?

Zhang Tianren: The current lead-acid battery industry is indeed scattered and chaotic. We believe that for a lead-acid battery company to develop healthily, it needs at least 5 million yuan in funds, so that production and environmental protection facilities can keep up. However, many of China’s 3,000 companies are now companies without production licenses. Some of them even have production licenses, but their total assets are only 2 million to 3 million yuan, and they are not capable of cleaner production.

As a result, the industry as a whole is chaotic, and everyone feels that lead-acid battery production is a polluting industry.

The output value of the entire industry is now 80%-90% in the top few, and the remaining one thousand is very small. This area is in urgent need of technological innovation. The state supports R&D and then encourages mergers and restructuring.

"21st Century": Now that companies have entered the threshold of lead-acid battery industry, in addition to production licenses and other standards?

Zhang Tianren: Enterprises must first have project approvals for their entry into the battery industry, and secondly, safety assessments, hygienic evaluations, and environmental assessments should all be required.

In the current situation, companies only have production licenses and they still do not need environmental permits. But this is only a motion at present.

In the recent period, the Ministry of Environmental Protection has been conducting research on heavy metal pollution prevention and control planning. Heavy metals include lead, so it is very likely that environmental permits will be fixed in the form of laws in the future to strengthen the regulation and management of the lead-acid battery industry.

Into the subsidy range?

"21st Century": The "Interim Measures for the Administration of Privately-purchased New Energy Vehicle Pilot Financial Aid Funds" issued on June 1 stipulates that the power batteries of new energy vehicles that enjoy policy subsidy do not include lead-acid batteries. What impact will this have on the development of lead-acid batteries?

Zhang Tianren: China's electric cars should start from a low-speed short-term, which is more realistic. Electric cars really need to be developed and lead-acid batteries must be listed. Lead-acid batteries are the best short-range power source.

Now we are pursuing lead-acid batteries as batteries for new energy vehicles, and we must also enjoy state subsidies. The Ministry of Industry and Information Technology has already decided to apply for a subsidy document. It only needs the approval of the State Office and the Central Office. Now, dozens of experts who jointly apply for an electric bicycle battery should also be included in subsidies for receiving new energy. Because lead-acid batteries have replaced petroleum, reducing noise and reducing emissions, this is something we are actively involved in.

"21st Century": Does the Ministry of Industry and the Ministry of the People's Republic of China apply to the country for a detailed standard on the subsidy of lead-acid batteries?

Zhang Tianren: There may not be subsidies for lead-acid batteries. State subsidies We are understood to be a subsidy for immature things, such as lithium batteries, which need to be improved in some technologies.

Lead-acid batteries have matured. In order to develop this industry, it should be mature. However, it is now used in electric cars. It may be slower and shorter. Under this circumstance, there is a need to improve the research and development of lead-acid batteries.

Now, as long as it can subsidize cars that are powered by lead-acid batteries, this industry has come. There is no secondary subsidy for lead-acid batteries.

The standard for electric bicycles is expected to be clear during the year. “21st Century”: You mentioned that there are experts who jointly apply for electric bicycle batteries to be included in the scope of new energy subsidies. However, electric bicycles have not yet implemented standards. Will this affect the development of electric bicycles?

Zhang Tianren: Electric bikes actually have standards, but this standard is old and somewhat out of date.

Last year, electric bicycles have been listed as home appliances to the countryside, indicating that the country is supportive. So now we must step up to update standards. There are some disagreements in the process of updating, but this year is expected to reach an agreement.

"21st Century": What are the views that are not uniform? What is the consensus that may be reached?

Zhang Tianren: The key now is several auxiliary items, the most important being the speed and weight. There is no final draft, but there are some discussions, such as the weight of about 50 kilograms. We hope to set the speed at 25-28 km/h.
