Standards and inspections must keep pace with the development of technology. On the one hand, with regard to detection technology itself, with the continuous development of technology, the traditional low-voltage electrical testing technology has also expanded into many new areas, such as the rapid development of automatic detection and online detection technology. , as well as a large number of applications of various types of sensors and computer software, also put forward higher requirements for the detection personnel's knowledge and technical level.

On the other hand, from the standpoint of the development of low-voltage electrical products, with the continuous innovation of development methods, the product development cycle has been greatly shortened, and the product standards have been updated and replaced at a much faster rate than before. With the continuous improvement of user requirements, the reliability requirements for low-voltage electrical products have become higher and higher. With the development of smart appliances, the functions of the products have become more abundant. All these developments put forward high adaptability requirements for testing institutions.

However, there are no specific standards for smart appliances, but only some requirements are put forward in some standards. In the face of these various functions, the test personnel is often a “wonderful woman can't be without rice”. "I think that as long as it is a function that comes with the product, it must be able to detect it," said Director Chen. With this expectation, Director Chen believes that standards and inspection workers should keep up with the technical pace and let the scale that holds the quality of smart electrical products really work.

Strengthening information management is an effective way to improve efficiency and personnel level. In recent years, STIEE attaches great importance to the informatization work of inspection services. More and more advanced detection equipment also provides important material guarantees for information management.

Director Chen described such a blueprint for us: Through the networking of equipment, the data collected by the inspection project can be automatically collected and generated; the process control of the project progress and employee efficiency can be carried out, and problems can be solved in a timely manner, which is beneficial to different positions. The personnel are rationally allocated; through online data inspection, the bottleneck problems existing in the equipment can be discovered and resolved in time, and the utilization rate of the equipment and the personnel level of the inspection service are improved; through on-line information sharing, the high-level reports generated in the actual project can be provided. Employees' online reference learning has improved the business and technical level of personnel in each position.

These are not long-term visions. Maybe in 2 or 3 years we will see this picture in STIEE become a reality.

Economic efficiency is not everything that started in 2008. Many companies have encountered unprecedented difficulties in 2009. The Chinese government has fully considered the impact of the financial crisis on the low-voltage electrical appliance industry and implemented measures to reduce burdens such as the reduction of mandatory inspection fees.

Also in 2009, the leap-forward development of the standardization work of low-voltage electrical appliances made the standard face a centralized version change. For testing organizations, the concentration of inspections results in a significant increase in the number of inspections. For low-voltage appliance manufacturers, they also face the dilemma of a significant increase in the overall cost of testing. Taking into account the actual difficulties of the company, the CNCA issued an announcement to reduce the cost of testing some of the projects and help companies successfully complete the transition period.

Although the financial crisis and the centralized revision of the standards have more or less caused certain economic impact on STIEE, Director Chen has certainly told editors that economic efficiency is not everything. This will not destabilize STIEE's technology and quality. The consistent policy.

Keeping pace with the times and creating brilliant STIEE's low-voltage electrical testing station (TILVA) was founded in 1958 and was originally a low-voltage electrical test station of the Shanghai Electric Apparatus Research Institute of the Ministry of Machinery Industry. Its first low-voltage electrical test base was officially built in 1961 (abbreviated to the old station), and it was expanded in the early 1980s. Its high-current short-circuit test capability reached AC400V200kA and DC900V200kA, which was the test of the largest capacity low-voltage short-circuit test capability in the Far East. station.

Director Chen frankly stated that once the glorious old station, after several decades of baptism, witnessed the development of low-voltage electrical appliances in China, but in some aspects can not meet the ever-changing requirements of low-voltage electrical testing. For example, the old equipment limited the improvement of some test indicators; the old equipment can not meet the diversified wiring methods of the products; the test ability gradually can not keep up with the requirements; the site of the large current test is not convenient for the entry and exit of large products; the number of equipment is limited, Cannot implement multiple projects at the same time...

In order to solve the above problems to meet the requirements of various types of tests, to ensure the traditional and honest and credible advantages of the test report, as well as its own sustainable development, STIEE increased investment in the construction of a new test building (referred to as the new station). The new station passed acceptance in 2007 and was put into use. With the establishment of the new station, various problems such as existing equipment and venues of the old station have been solved, and the test capability has been greatly improved. It can realize the detection of low-voltage electrical products with various types of high and demanding requirements.

At the same time, STIEE pays attention to the introduction and training of high-end talents based on the development requirements of the detection technology. The current scale of the testing team has reached about 200 people.
