According to a notice from the National Development and Reform Commission, starting from 24:00 on July 5, the prices of gasoline and diesel will be reduced by 80 yuan and 75 yuan per ton, respectively, and the measured retail price of gasoline No. 90 and diesel No. 0 (average of the country) will decrease by 0.06 yuan per liter. .

The reporter learned from PetroChina and Sinopec on the 5th that from July 1st onwards, China will fully implement the three standards for diesel fuel nationwide. At present, PetroChina and Sinopec have fully completed the diesel upgrading work, and their respective gas stations have provided Guosan Diesel. According to the data provided by Sinopec, compared with the old standard, the new standard of ordinary diesel can reduce the emission of sulfur dioxide in the exhaust of national oil equipment by more than 60,000 tons per year.

Zhang Baosheng, Director of the Quality Division of Sinopec's Oil Refining Business Department, told reporters that the biggest difference between Guosan Diesel and Guoerei Diesel is the difference in sulfur content indicators. The second country requires that the sulfur content be no more than 0.2%, and the national sulfur content index of diesel oil should be reduced to no more than 0.035%. The standard increase is relatively high.

In cities, as cars enter homes, people are generally concerned about the standard of gasoline. In fact, in the field of refined oil consumption in China, diesel is the largest variety. Its use involves not only automobiles, but also diesel locomotives, inland waterway transportation, and agricultural machinery. In many fields such as agricultural vehicles and construction machinery, the relationship between diesel quality and atmospheric pollution is even closer. After the implementation of the National III diesel standard, it will significantly increase the level of diesel oil quality and diesel oil refining in China, and reduce the emission of atmospheric pollutants, especially particulate matter.

In order to ensure the implementation of the new standards, Sinopec, PetroChina and other oil refining companies need to invest in the construction or reconstruction of a number of hydrofining, hydrocracking and other devices, and also supporting the construction of a number of hydrogen, sulfur recovery and other devices. At present, the equipment transformation of these related companies has been fully completed. On May 30th, with the final refinery's regular diesel factory being delivered according to the new standard, the diesel produced by Sinopec has all met the national standard requirement one month ahead of schedule.

However, some industry experts pointed out that PetroChina and Sinopec's refineries have strong capital and technical strength, and have completed oil replacement tasks on time. However, due to pressure from capital and technology, private refineries may have difficulty in raising standards. For this reason, in the work of upgrading product quality, it is necessary to strengthen the supervision over the product quality of oil refining production enterprises and the market circulation, eliminate products that cannot meet the requirements of the new standards, and ensure the smooth realization of the goal of upgrading the quality of diesel products.
