This provision is under review to assess its fairness and practicality. 2. **Regulations on Electric Bicycles and Wheelchairs**: The second topic focuses on Articles 53 and 54, which prohibit electric bicycles and wheelchairs for people with disabilities from carrying passengers. It also allows bicycles to carry children in securely installed seats. The question is whether these rules are reasonable and feasible, particularly regarding the safety of young children. **Registration Methods** The deadline for registration is 11:00 PM on August 23. Applicants can register either online or via mail. - **Online Registration**: Interested individuals can visit the official website of the Capital Window, fill out the required form, and submit it to the email address designated by the Legal Committee. - **Postal Registration**: Those applying by mail must clearly state their name, gender, age, workplace, job title, ID number, contact information, and their views on the hearing topics (with at least 200 words explaining their opinions). They can download the application form from the same website and include it with their letter. - **Organizational Recommendations**: Representatives from social organizations or grassroots groups should complete the organization recommendation form available on the Capital Office website and affix an official seal before submitting it. **Selection Process** Due to limited space, not all applicants will be able to attend the hearing. A balanced number of perspectives will be considered, and selected speakers will be notified three days before the event.
