Beijing's "Vehicles Responsible for All Responsibility" Registration Focuses on Two Major Issues

On August 22, the Beijing Municipal People's Congress Legal Committee announced the schedule and topics for the upcoming legislative hearing on the implementation of the "Road Traffic Safety Law." The hearing, scheduled for September 3, aims to gather public opinions on key issues related to road safety. Residents of Beijing, individuals from other regions living in the city, as well as representatives from social organizations and grassroots communities are invited to participate. This marks the first time that the Standing Committee of the Beijing Municipal People’s Congress has organized a legislative hearing, highlighting its importance in shaping public policy. Two main topics have been identified for discussion: First, the second item of Article 69 in the draft regulation addresses traffic accidents involving motor vehicles, non-motor vehicles, and pedestrians. When multiple parties fail to report or secure the accident scene legally, leading to an inability to determine the facts, it is considered reasonable and practical for the motor vehicle to bear full liability if the fault is clear. Second, the draft includes provisions in Articles 53 and 54 regarding electric bicycles and mobility devices for people with disabilities. Specifically, it prohibits carrying passengers on these vehicles and allows bicycles to be carried in securely installed seats. The question of whether this rule applies to preschoolers is under review. To register for the hearing, participants can apply online or by mail. The deadline for registration is 11:00 PM on August 23, with postal applications based on the postmark date. Online applicants should visit the Capital Window website, complete the required form, and submit it via the designated email address. For those applying by mail, the letter must include personal details such as name, gender, age, workplace, job title, ID number, contact information, and specific views and reasons (with at least 200 words). A downloadable application form is available on the same website. Social organizations and grassroots groups are also encouraged to recommend participants. These recommendations must be submitted using the official recommendation form, which can be downloaded from the Capital Office website and stamped accordingly. The Standing Committee Legal Affairs Office is located at No. 6 Jianguomen South Avenue, Beijing, 100022. All applicants are required to provide accurate information. Due to limited space, not all registrants will be selected. The Legal Committee will evaluate applications based on the relevance, representativeness, and depth of the opinions provided. A balanced number of statements will be chosen, and the final list will be announced three days before the hearing. Participants will be notified of the exact time and location through the Standing Committee’s official website, Capital Window, and Qianlong. Additionally, a public auditorium will be set up, allowing some non-speaking participants to attend the session. This hearing represents a significant step in engaging citizens in the legislative process and ensuring that public concerns are taken into account when shaping traffic safety policies.
