The main content of ISO 14001 IS0 14001 environmental management system adopts the typical PDCA systematic management mode, namely “Plan”—“Implementation” (Do)—“Check”

(Check) - "Action". This mode is suitable for any type of organization. The standardized environmental management system is composed of 5 major parts and 17 core elements. They interact to ensure the effective establishment and implementation of the system.

1)) Environmental Policy As one of the initial tasks in establishing an environmental management system, the organization should establish an environmental policy based on its own characteristics. The environmental policy reflects the organization's environmental direction and its overall objectives, and has two basic commitments for continuous improvement and pollution prevention, as well as compliance with laws, regulations and other requirements. The environmental policy provides a framework for the organization to develop specific target indicators.

2) Planning activities of the planning environmental management system include the following aspects:

- Identify significant environmental factors. The ultimate goal of establishing an environmental management system is to rationally control the environmental problems of the organization to achieve continuous improvement of environmental behavior.

- Establish environmental target indicators and management plans. Environmental indicators should be set up at relevant levels in accordance with the requirements of laws and regulations, technically optional conditions, financial operations, and requirements of relevant parties. In order to complete each indicator, there should be a detailed implementation plan to support it, including the stipulation of corresponding responsibilities, methods, steps, time schedules, etc.

3)) Implementation and operational target indicators and corresponding management elements are supported. Including the following aspects:

- Identify the organization and define the division of responsibilities. One of the keys to the successful establishment of an environmental management system is to enable all personnel, from top management to workers on the production line, to actively participate and assume corresponding responsibilities. Let all people know what they can contribute to the environmental policies and goals they achieve, what environmental responsibilities they should assume, and what powers they have. The establishment of the environmental professional agency and the division of functions should be coordinated with other management systems.

- Provide the necessary training. Training 911 is a means to improve the environmental awareness of all employees and to achieve the ability to assume the corresponding environmental qualifications. - Establish a documented system and take the necessary document control measures. Documentization is one of the characteristics of the environmental management system. The documented system helps to maintain the long-term consistency and consistency of organizational activities, and is also the basis for system review and review.

- Control key activities. To ensure the implementation of environmental policies and targets, the organization should have a set of documented management procedures for the successful implementation of operational and activity environmental management programs related to identified important environmental factors, avoiding non-programmed operations or activities. Major environmental factors are out of control, resulting in unintended adverse environmental impacts.

- Establish emergency preparation and response procedures. The environmental management system specifically requires the establishment of special procedures to identify potential accidents and emergencies, on the one hand to prevent accidents, and on the other hand, if accidents occur, timely and effective control measures can be taken to minimize environmental impact.

4) Inspection and corrective measures No matter how perfect the planning work is, due to the quality of the executives, technical ability and other unforeseen factors, deviations from the objectives of the policy are likely to occur during the implementation process, so self-inspection and correction are required. The mechanism corrects the non-conformity in a timely manner, and evaluates the overall implementation of the system. System inspection, review and corrective actions include:

- The monitoring and measurement of the daily operation and activities of the organization shall be reviewed by a special internal audit agency; - the internal auditor shall conduct an internal audit of the system's overall conformity and effectiveness in accordance with the prescribed procedures; And the star, or the problems found in the internal audit of the system, should take appropriate corrective and preventive measures in a timely manner in accordance with the prescribed procedures.

- Relevant activities of the system operation should be recorded as the basis for review and review.

5) Management review and continuous improvement Management review is the top management of the organization to evaluate the continuous applicability, adequacy and effectiveness of the system based on internal audit. Through the management review organization, the main problems in the environmental management system and the areas that are likely to be improved can be determined and used as the basis for the next cycle of continuous improvement of the environmental management system.
