Approval and time limit requirements Under any of the following circumstances, the highway management agency shall make a decision not to grant an administrative license according to law: 1. Inter-provincial large-scale transport applications within the pilot provinces are accepted on-line by the national highway transport licensing agency through the National Highway Transport Licensing Authority. Within 2 working days, the provincial highway management agencies along the roads will forward the application materials. All provincial highway management agencies along the route shall reply within the following period; if they do not reply within the time limit, they shall be deemed as agreeing. The inter-provincial large-scale transportation where the total cargo height does not exceed 4.5 meters from the ground, the total width does not exceed 3.75 meters, the total length does not exceed 28 meters, and the total mass does not exceed 100,000 kg, processing time shall not exceed 5 working days. The inter-provincial large-scale transportation with a total cargo height exceeding 4.5 meters from the ground, a total width exceeding 3.75 meters, a total length exceeding 28 meters and a total mass exceeding 100,000 kg shall not exceed 20 working days.
