Fujian fluorite mining implementation of total control strict access

The General Office of the People's Government of Fujian Province has issued a notice a few days ago, requesting further strengthening of the fluorite mining and selection industry and the comprehensive improvement of the fluorine chemical industry, controlling the total amount of fluorite mining, and strengthening the structural adjustment of the fluorite mining and selection industry and the fluorine chemical industry.
Fluorite resources are relatively abundant in Fujian Province. However, in recent years, some companies have over-extracted and produced fluorite, resulting in a reduction in fluorite resources. In 2010, the province controlled the annual total amount of fluorspars to 1 million tons, of which the provincial Ministry of Land and Resources issued a total of 581,000 tons of total fluorite production. The overall objective of the rectification proposed by the province is that by the end of 2013, the province’s fluorite mining and selecting industry has gradually shifted from the main body to small scale to industrialization and intensification; the fluorine chemical industry structure has gradually started to produce primary products such as hydrofluoric acid and fluoride salts. As a result, the company has shifted its focus to production of low-pollution, low-risk, and high-value-added fluorinated materials with subsequent deep processing. The industrial structure of the fluorite mining and fluorination industry has been significantly optimized, and the fluorite and fluorination industry in the province has continued to be standardized. The province made it clear that the application for the newly established fluorite prospecting and mining registration shall be suspended. The total amount of fluorite mining shall be controlled. The provincial Department of Land and Resources shall be responsible for decomposing the annual total amount of mining targets issued by the Ministry of Land and Resources to reach the corresponding mining enterprises. The Economic and Trade Commission is responsible for bringing relevant production-constrained targets to the corresponding production enterprises. For the cities and counties (districts) whose mining and production quantities exceed the total quotas issued in the current year, the Provincial Department of Land and Resources and the Provincial Economic and Trade Commission shall issue public criticism and double the total amount of the next year. Comprehensively clean up and rectify the existing fluorite mining and selection industry and the fluorine chemical industry. All enterprises located in the water conservation area, unlicensed production, or with incomplete approval procedures and incomplete licenses shall be shut down and dismantled by the local government according to law.
The province strictly implements the access standards for the fluorite mining industry and requires that the daily processing capacity of a fluorite beneficiation production line must be greater than 100 tons (including 100 tons, calculated every 300 days), and that less than 100 tons should be closed before the end of March 2011. Enterprises with mining scales of more than 30,000 tons/year (excluding 30,000 tons/year) must support the corresponding plant selection; the underground mining recovery rate of fluorite mining enterprises must exceed 75%, and the recovery rate of open-pit mining must exceed 90%. The beneficiation recovery rate must be more than 80% (except for associated ore tailings utilization). If the requirements of the fluorite industry access standards are still not met after July 1, 2011, the local government will order them to stop production for rectification, and the production will be resumed only after the acceptance of the experience. Newly built and reconstructed expansion fluorite mining projects that do not meet the access standards will be required. The competent authority may not approve, and financial institutions may not provide loans and credit support. Land and resources, economic and trade, construction, planning, environmental protection, fire control, public health, industry and commerce, quality inspection, safety supervision, and other departments may not handle the relevant procedures.
The Provincial Economic and Trade Commission will, together with the Provincial Supervision Department, the Environmental Protection Department, the Ministry of Land and Resources, and the State Administration of Work Safety, conduct annual assessments on the fluorite mining and selection industries and the remediation work of the fluorine chemical industry. If the task of rectification is not completed on schedule, administrative accountability shall be exercised for the leaders and responsible persons of the relevant municipal, county (district) governments and functional departments, and “one-vote veto” shall be implemented in the evaluation of environmental protection and safe production.
