PVC paste resin new customs tariff number facilitates anti-dumping enforcement

In response to evolving trade dynamics and industry needs, the Customs Tariff Commission of the State Council made adjustments to certain tariff lines in 2008. These changes led to an increase in the number of royalty lines from 7,646 in 2007 to 7,758 in 2008. Notably, the tariff code assigned to PVC paste resin was updated to 39041010, marking a significant step toward better classification and regulation. Currently, nearly 40% of China's domestic consumption of PVC paste resin comes from imported products. Annually, between 15 to 16 million tons of raw materials are imported, with the total import value ranging from approximately $1.6 billion to $1.7 billion. However, prior to the new tariff code, PVC paste resin shared the same classification as ordinary PVC pure powder under code 39041000. This lack of a distinct tariff code created challenges for monitoring and regulating import data, leaving a gap in oversight and hindering effective trade management within the industry. In March 2002, China initiated anti-dumping investigations on imported PVC, using the tariff code 39041000, which referred to PVC pure powder. By September 2003, anti-dumping duties were imposed on related products. However, due to the shared tariff code between PVC pure powder and paste resin, it became difficult for domestic authorities and industry groups to accurately track pricing and monitor trade activities. As a result, the effectiveness of anti-dumping measures remained unclear, affecting the industry's ability to assess its own protection mechanisms. To address these challenges, the China Chlor-Alkali Industry Association, along with key producers such as Tianjin Haotian Chemicals, took proactive steps. In September 2007, they submitted formal written applications to the Ministry of Finance and the Customs Tariff Commission of the State Council, outlining the practical issues faced by the industry and proposing viable solutions. The successful introduction of a dedicated customs tariff code for PVC paste resin is a major milestone. It not only enhances transparency and regulatory control but also supports the long-term healthy development of the entire paste resin industry in China. This move is expected to foster more accurate data tracking, improve trade policies, and promote fair competition in the market.
