PVC paste resin new customs tariff number facilitates anti-dumping enforcement
In response to evolving trade dynamics, the Customs Tariff Commission of the State Council recently revised several tariff lines. Following these adjustments, the number of royalty items in 2008 rose from 7,646 in 2007 to 7,758. Notably, the new tariff code assigned to PVC paste resin is 39041010, marking a significant step toward better classification and regulation of this product.
Currently, approximately 40% of China's domestic consumption of PVC paste resin comes from imported sources. Annually, between 15 to 16 million tons of raw materials are imported, with import values ranging from $1.6 billion to $1.7 billion. However, prior to the introduction of a specific tariff code, PVC paste resin shared the same code—39041000—with standard PVC powder. This lack of differentiation created challenges for monitoring import data and overseeing trade activities, leaving a gap in regulatory oversight and hindering the normal development of the industry.
In March 2002, China initiated an anti-dumping investigation on imported PVC, using the tariff code 39041000, which primarily referred to PVC powder. By September 2003, anti-dumping duties were imposed on related products. However, due to the shared tariff code between PVC powder and paste resin, it became difficult for domestic authorities and industry groups to track pricing and monitor trade practices accurately. As a result, the effectiveness of anti-dumping measures remained unclear, impacting the industry's ability to assess its own protection mechanisms.
To address these issues, the China Chlor-Alkali Industry Association, led by key producers such as Tianjin Haotian Chemicals, submitted formal written applications to the Ministry of Finance and the Customs Tariff Commission of the State Council in September 2007. These submissions outlined the practical challenges faced by the industry and proposed effective solutions to improve transparency and regulation.
The successful establishment of an independent customs tariff code for PVC paste resin represents a major milestone for the industry. It not only enhances the accuracy of trade statistics but also supports more effective policy-making and long-term sustainable development. This change is expected to strengthen the position of domestic manufacturers, promote fair competition, and ensure better alignment with international trade standards. Overall, it marks a positive turning point for the future growth and stability of China’s PVC paste resin sector.
