On September 23, the “International Symposium on China's New Energy Vehicle Product Testing and Development (CATC)” was held in Beijing. Wu Zhixin, deputy director of the China Automotive Technology and Research Center, gave a special report on the status of China's new energy vehicle product testing and development project team leader, revealing the overall implementation plan of the "China Working Conditions" project, including how to collect data. , how to build test cases and how to verify and other preliminary results.

In 2015, the Ministry of Industry and Information Technology issued the “Research and Development of China's New Energy Vehicle Product Inspection Situation” project, which was jointly guided by the Ministry of Finance, the Ministry of Environmental Protection, the National Standards Committee and the Chinese Academy of Engineering, and entrusted the China Automotive Technology and Research Center to lead the organization of industry experts for a period of three years. The project's goal is to develop energy/emissions regulations for testing conditions and to revise automotive energy/emission testing standards (drafts) based on new operating conditions.
Wu Zhixin said that after the completion of the new working conditions standards, it will not be implemented immediately, but a transitional phase will be set up, such as in 2020 and 2022. During the transition period, the government authorities will also make adjustments to the new fuel consumption and emission standards after the implementation of the new test method.
Collecting more than 4,000 vehicle data Wu Zhixin introduced that the first step in the development and research of new working conditions is data acquisition. The data is divided into two parts, one is driving data collection and the other is traffic feature collection.
In terms of vehicle driving data, the project will collect data of no less than 4,000 vehicles in 40 cities. These 4000 vehicles are driven to cover all time zone types, road types, vehicle types and driver types. As for the sample vehicles, one part will be the vehicle of the project, and the other part will be the car of the volunteers participating in the survey.
Of the 40 cities, the first phase was Beijing and Tianjin, equivalent to two “proofing” cities, and then pushed to another 38 cities. A total of 40 cities have a total car ownership of 41.85% of the country, and they are also demonstration cities for new energy vehicles, so they are very representative. It is worth noting that the model selection will focus on collecting data on plug-in hybrid and pure electric vehicles.
How are the data collected and processed in so many cities and vehicles? The project will leverage two groups that can contribute to “big data”. The first is that the whole vehicle enterprises, including Yutong and BYD, will participate in the project, and the vehicle monitoring data they already have will be processed and shared to the project. Second, the project will work with big data service companies, including China Mobile Transportation Industry Innovation Center, Century Qualcomm, and Qianfang Technology to present traffic characteristics data and driving data with advanced monitoring, communication and analysis methods.
The new energy vehicle test method will be greatly changed. The project led by the China National Automobile Center is called “New Energy Vehicle Product Inspection”. It is actually a new working condition for all models, but the content of the new energy vehicle will still be the focus.

He cited the energy consumption test formula of plug-in hybrid power as an example: comprehensive fuel consumption = (pure electric mileage * pure electric fuel consumption + air mileage * air fuel consumption) / (air mileage + pure driving mileage).
