1, check the manufacturer has the basic technical conditions

The electric energy meter is a national compulsory inspection measuring instrument. According to the measurement law, the selected electric energy meter must have a manufacturing measuring instrument permit (CMC certificate) issued by the Technical Supervision Bureau at or above the provincial level. This is the necessary condition for the manufacturer of the electric energy meter and the legal procedures that must be performed. It can prove that the factory has the basic facilities, personnel and testing equipment, and it can be produced and sold. However, in the current situation of fierce market competition, power supply companies have more choices. Therefore, they can also compare other documents that prove the quality of products. Such as: the authoritative department's appraisal report, life test report, was included in the State Economic and Trade Commission "the national urban and rural power grid construction and transformation required equipment products and production companies recommended directory", ISO9000 quality certification and so on. These are important documents that prove the quality of the product.

Due to the fierce price competition among manufacturers, relying solely on these documents is still not enough based on experience, and can only prove that there is a basis for selection. The next step is to examine the physical conditions of the electric energy meters produced by the manufacturers according to the performance characteristics of the electronic energy and the national inspection procedures, and the actual situation of the local power grid and the climate.

2. Inspect the physical energy meter

The physical examination of the power meter sent by the manufacturer is mainly conducted from the following aspects. That is: the mechanical requirements, the adaptable weather conditions, electrical requirements, electromagnetic compatibility, and accuracy requirements. These five aspects are clearly stipulated in the national standard "Level 1 and Level 2 Static AC Active Energy Meter" (GB/T17215-1998). Some of the provisions of the regulations are generally tested at the municipal and county level power supply companies, but there are a large number of projects that do not have the necessary conditions for inspection. The following will need to pay attention to the place and solution to do a brief description.

(1) Mechanical requirements:

Most of the mechanical requirements can be checked by visual inspection and simple test methods. Such as: four defenses (protection from electric shock, high temperature, flame spread, solid foreign matter, dust, and water); seals are convenient and reliable (only the damage to the seal can touch the internal parts of the instrument); the terminals should be adequate Insulation performance and mechanical strength; case structure and assembly should be able to ensure that the non-permanent deformation does not prevent the normal operation of the instrument; nameplate, wiring diagrams, terminal signs meet the requirements and so on. These requirements are the most basic requirements for ensuring the safe operation of the energy meter. They can be observed and identified by experience. Choice must not be ignored. Special terminal board to use flame-retardant materials, such as injection-type phenolic resin; shell when using ABS engineering plastics should pay attention to check whether the flame-retardant; shell can not have significant deformation affect the sealing performance and internal components have a significant relative displacement.

(2) Accuracy requirements:

Accuracy requirements include inspections of current and power factor changes, voltage changes, frequency changes, start-up tests, potential tests, and word-moving tests. Generally, municipal and county-level power supply companies can perform inspections. Electronic power meter in the provisions of the load range of the program, the general linearity is better, but different manufacturers of the actual accurate measurement of the load range of the table is very different, because the actual load current is constantly changing the site, can accurately measure the load The wider the range, the better the table's load performance. In some areas of rural areas, the voltage fluctuations of the power grid are relatively large. Pay attention to the error of the power meter when checking the voltage fluctuation limit. In particular, the light-load error at low voltage and the power meter's ability to walk are strong. The DC supply voltage in the checklist cannot fall below the operating voltage of the meter and the chip. The ripple of the DC power supply cannot be significantly increased.
